Case: A Dell device that will not use any preboot but PBU
In this scenario a Dell device may seem to randomly switch from PBLU to PBU. This will happen no matter what the profile has, what the KnownConfigs has, or if you manually change it in the SecureDoc Control Centre.
The situation is probably caused by the SATA controller being set to RAID more rather than AHCI.
A clue to this may be found in the SDForm.log file:
[2019-09-20 09:03:20.136] [6788:2180] INFO SDForm ConfigurationXMLParser::ApplyCriteria: All criteria of System "Force PBU on 82801 Mobile SATA Controller (RAID mode)" match this device

The device in the log, a Dell Latitude 7400 2 in 1 had an entry in the KnownConfigs. The device had .OVR files to enforce the PBU. Deleting the OVR files resulted in an error at preboot, and then PBU loaded after a reboot.
Changing the SATA options to AHCI solves the problem, but this must be done without SecureDoc installed.
