How to speed up other system processes during initial conversion / encryption

To ease conversion, which can be very disk-intensive and consume substantial resources (resulting in a more sluggish machine if users are working during initial conversion), SecureDoc has a setting that forces the initial encryption to "wait" an admin-specified number of milliseconds between chunks of disk encrypted, in order to permit other work to be accomplished more quickly.

Note: This has not been tested thoroughly; it may not meet expectations on some system configurations. If it is necessary to recommend this to a customer (which is strongly discouraged because of the lack of testing between versions), then ask the customer to test this out first on one non-vital computer before considering broader deployment.

When throttled, initial software conversion (encryption) will take a longer time.

NOTE: This can only be changed manually in the appropriate Installation .ini file.

e.g. ThrottlingValue=100, then SD will relinquish CPU resources for 100 milliseconds, for each "chunk" of disk it finishes converting/encrypting.
