There are extra security protocols that are not needed for SES Web. There may be a problem with the differences between 2012 and 2016 and up of Windows Server.
The major difference is with self-signed certificates for SSL in IIS:
Server 2012 creates self-signed certificates with SHA Hash. SHA Hash needs to be enabled.
Server 2016 and 2019 create self-signed certificates with SHA256 Hash. SHA Hash does not need to be enabled, but SHA256 does.
